Prohibition of iGaming during COVID-19
Decisions taken by authorities
It is known that the head of the country Egils Levits agreed with the bill to close casinos, including those working in the Internet. After signing the document on March 22, all casinos, betting shops and bingo halls were closed in the country. However, the ban did not apply to the lottery market. The decision was taken as part of an emergency situation, as well as to preserve the financial situation of citizens, who, according to some lawmakers, could fall under the excessive influence of gambling during quarantine.
The problem of gambling and iGaming – is it that serious?
Since January 1 of this year, the country has had a self-exclusion register, the dynamics of which can also show how much the theme of ludomania is exacerbated here and whether the decision of legislators was justified. For example, CalvinAyre.com states that from January to March, 5400 people registered in the program. Previously, the Latvian Ministry of Health specified that there are about 16 thousand people in Latvia who are at risk of forming dependence on gambling. It is stressed that this level of coverage is impressive.
Also, according to the results of last year’s report of the Lottery and Gambling Supervision Inspectorate (IAUI), it is known that revenue from online gambling has increased by 132.8%. The total revenue of 14 licensed operators amounted to 54.7 million euros, which is 32.8% higher than in 2018. It is noted that the most popular among players has become the online casino vertical. It is known that revenues from online gaming and roulette rose to 39.3 million euros, an increase of 142.5%. Demand for sports betting increased by 116.8% (€3.2 million). Due to the above data it should not be excluded that the decision of the legislators was taken against the background of the growing popularity of the iGaming industry among the local population.
In other words, the initiator of the online segment restriction was a number of lawmakers who, according to the Managing Director of Enlabs in Central and Eastern Europe, Dainis Niedra, wanted to protect the population from problem gaming during the period of self-isolation. The temporary ban on iGaming was preceded by an increase in the popularity of the direction in 2019, reports on potentially dependent population groups and participants in the self-exclusion program, and the COVID-19 pandemic. Operators on their part, in particular, Enlabs CEO Georgy Ustinov, believe that the banned actions violate the law on foreign investment protection and provoke shadow business. It is also known that during the quarantine period the company focused on improving technologies to increase competitiveness in the Belarusian market.
